The Hispanic Community Affairs Council (HCAC) is a community-based organization in Alameda County. It was organized in 1978 by a group of individuals interested in providing a forum to debate issues of interest to the Latino/Hispanic communities, sharing information regarding employment opportunities, and developing a broad network of concerned individuals. It formally became a 501(c)(3) organization in January, 1986.

Description: Scholarships are awarded to high school graduates, GED recipients, community college students, students attending a four-year college or university, and students accepted into a postgraduate education or credential program. The scholarships are dedicated to recognizing the Hispanic/Latino culture and the education of Hispanic/Latino students.
